New Regulations for National Aviation Law Enforcement Recorders: Establishing Mandatory Wearing During Duty, Covering 7 Types of Duty Recorders and Video Management.

With the current frequent "empty disturbances" and severe air defense situation, equipping on-duty recorders will undoubtedly deter some passengers with ill intentions. The Public Security Bureau of the Civil Aviation Administration has issued the "Regulations on the Use and Management of Aviation Security Personnel On-Duty Recorders", clarifying the principle of use for law enforcement recorders: "must be carried on duty, data must be stored, responsibility must be pursued, and handling takes priority." Public air transport enterprises bear the primary responsibility for the use and management of on-duty recorders. The regulations clearly stipulate the situations where aviation security personnel need to wear law enforcement recorders while on duty. The purpose of airlines equipping recorders is to enhance air security and upgrade services. Especially on special routes, law enforcement recorders must be turned on for the entire duration. The advantage of a 20-hour battery life ensures that the recorder monitors the actions of flight attendants in case of disputes between flight attendants and passengers. The law enforcement recorder usage regulations require public air transport enterprises to inform passengers within the aircraft that they have entered a public area for audio and video recording by the law enforcement recorder. Aviation security personnel must use on-duty recorders and law enforcement recorders in the following seven situations: (1) Wearing a law enforcement recorder to check passengers' boarding passes and relevant documents as needed; (2) Wearing a law enforcement recorder to conduct security checks on threatened aircraft and handle discovered explosives, flammable materials, and other suspicious items; (3) Wearing a law enforcement recorder to prevent and stop illegal interference and disruptive behavior on board; (4) Wearing a law enforcement recorder to take necessary restraint measures or force the offender to leave the aircraft in case of illegal interference or disruptive behavior; (5) Collecting evidence, mediating, and questioning; (6) Assisting in escorting criminal suspects or repatriated personnel on board, personnel handover, and in case of emergencies; (7) Other situations requiring audio and video recording as required by the public air transport enterprise's security department or authorized by the captain. The "Law Enforcement Recorder Regulations" also require that the audio and video information of the law enforcement recorder be stored for no less than 90 days. In the case of situations (2), (3), (4), and (5) above, methods such as burning CDs or using mobile storage media should be used for preservation, and the preservation period should be no less than 12 months. Aviation law enforcement recorders provide protection for airlines in handling disruptive and illegal interference behaviors. If the information collected by the on-duty recorder can be released in a timely manner, it should play a significant role in guiding public opinion and stopping rumors.

The "Law Enforcement Recording Device Regulations" also require law enforcement recording devices that the storage period for audio-video information shall not be less than 90 days. In the case of situations (2), (3), (4), and (5) above, recording should be done by burning to a CD or using mobile storage media, and the storage period shall not be less than 12 months.
Aviation law enforcement recording devices provide protection for airlines in handling disruptive and illegal interference behaviors.
