Overlooking the World - China's Leading Brand in Law Enforcement Body Cameras
The 3rd China Brand Annual Conference was held in Beijing on June 8, 2014, and concluded successfully at the Shangri-La Hotel, Beijing on June 9, 2014. This year's theme focused on "Independent Brands, the Path to a Strong Nation". To the Occupational Environmental Monitoring Enforcement Recorder: More evidence, more witnesses
Recently, environmental monitoring and law enforcement officers in Guizhou have fully utilized environmental monitoring and law enforcement recorders during law enforcement. These recorders are primarily used for daily law enforcement evidence collection and to provide comprehensive supervision of law enforcement officers' actions. The provision of environmental monitoring and law enforcement recorders is another specific measure taken by a certain detachment in Guiyang City to implement the requirements of the municipal Party committee and municipal government regarding 'standardizing law enforcement behavior and serving environmental protection development'.
The Zhiye Environmental Monitoring Law Enforcement Recorder is equipped with multiple high-quality infrared lights and uses a near-far angle design. It automatically switches to infrared mode when lighting is insufficient, allowing for clear identification of facial features within 10 meters. Images are of high quality, free of color distortion, and can clearly show the outlines of figures at a distance of 20 meters. It uses a high-efficiency energy-saving battery with an ultra-long recording and standby function, capable of continuous recording for over 18 hours and standby time exceeding 450 hours, allowing for immediate shooting.
Meanwhile, a certain detachment in Guiyang City will regularly supervise the video evidence stored by the environmental monitoring and law enforcement recorders to ensure the authenticity and objectivity of evidence of violations and illegal acts. It will also supervise and evaluate whether the daily law enforcement actions of law enforcement officers are civilized and compliant with procedures and regulations.

While various provinces across China are intensively introducing regulations on the three-systems reform, the entire law enforcement process also presents significant business opportunities. Environmental monitoring and tax law enforcement body cameras are becoming crucial pathways and opportunities to improve environmental sanitation and hygiene, and to enhance the standardization of tax law enforcement.
In the implementation of the three-systems reform, pilot programs summarizing the application of body cameras in tax law enforcement have established procedural norms. Tax law enforcement officers should record the entire urban management law enforcement process using text, audio, and video, enabling traceable management. They should also conduct lawful, comprehensive, objective, and impartial investigations and evidence collection, and lawfully implement the advance registration and preservation of evidence.
Environmental monitoring officers wearing body cameras have upgraded environmental monitoring. When conducting environmental inspections, they must record audio and video throughout the entire process, including the sealing of facilities and the seizure of property. At least two environmental monitoring officers must be present during investigations and evidence collection. The officers must properly safeguard any property that has been registered and preserved or seized; they must not use, withhold, damage, or dispose of it without authorization.
During law enforcement, tax officers and environmental law enforcement officers wearing body cameras should present their law enforcement credentials and inform the administrative counterpart of their rights and obligations. The system of recording the entire process using body cameras must accurately grasp the requirements for complete record-keeping. Text records must be comprehensive and accurate, audio-visual records must capture key moments. Through the use of body cameras in safety supervision and tax law enforcement, efforts should be made to standardize law enforcement procedures in the tax and environmental protection systems. The body camera management data platform must accurately grasp the requirements for strict and standardized review, with professional video review personnel focusing on key aspects of the body camera videos, ensuring that all necessary reviews are conducted. This will help government personnel ensure lawful law enforcement, while simultaneously accelerating the application of body cameras.
