The Internet Plus Leads On-site Law Enforcement into the Intelligent Era ——The First Innovation Application Forum on Law Enforcement Recorders Convened in Shenzhen On June 24, 2015, in response to Premier Li Keqiang's call for "Internet Plus", and to explore a path for law enforcement recorders with independent Chinese R&D and production capabilities and characteristics, meeting various types of law enforcement needs, representatives from more than 20 law enforcement units nationwide, including customs, and nearly 100 law enforcement recorder companies nationwide gathered in Shenzhen to convene the first domestic Innovation Application Forum on Law Enforcement Recorders and the Law Enforcement Recorder Technological Innovation Industry Alliance Conferment Ceremony. Relevant leaders from the First Research Institute, the General Administration of Customs Science and Technology Department, and the China Security and Protection Association attended the forum. Mr. Tao Junsheng, former deputy director of the Ministry of Finance, delivered the opening remarks. As the leading brand in the law enforcement recorder industry and a pioneer in intelligent law enforcement, Mr. Cao Yongjun was invited to participate in the forum and give a speech. In the salon session, his sharing of the new concept of "Internet Plus" caused a sensation on site. He stated that as the initiator of the Law Enforcement Recorder Innovation Alliance, Zhiye will lead the development trend of the law enforcement recorder industry under the new market trend, continuously strengthen its independent R&D capabilities, and apply Internet Plus and intelligent cloud technology to future on-site law enforcement, realizing intelligent functions such as automatic facial recognition, automatic photo recognition, real-time network intercom, and real-time 3G/4G image transmission, greatly improving the work efficiency of law enforcement agencies, forming a complete intelligent solution, and achieving the future intelligent law enforcement era. During the forum, law enforcement recorder manufacturers and law enforcement units held a face-to-face dialogue on recorder application innovation. The Anhui Provincial Detachment, as a user of law enforcement recorders, shared the significant improvements it has achieved in road traffic command, traffic penalties, and dispute resolution after using law enforcement recorders and their accompanying data acquisition workstations and backend management software. It also put forward new requirements for functions and performance to manufacturers based on actual law enforcement, stating that intelligence will become the biggest feature of on-site law enforcement. Finally, Mr. Cao Yongjun, chairman of Zhiye, as the initiator of the Law Enforcement Recorder Innovation Alliance, was honored to become the vice chairman unit of the Law Enforcement Recorder Technological Innovation Industry Alliance, and stated that he will continue to work with partners to create the intelligent era of law enforcement recorders.

Traffic Police Couple's Wedding Witnessed by Body Cameras

On January 29th, a newlywed couple posed for photos with their colleagues outside the traffic police station at the intersection of Dongfeng Street and Qianjin Road in Weinan City, Shaanxi Province. Both the groom, Hu Langping, and the bride, Bai Yang, are traffic police officers at the Women's Demonstration Post of the Third Squadron, Linwei Detachment, Weinan City Traffic Police Detachment. Three years ago, they met because of their shared profession. For three years, over a thousand days and nights, their three-foot-wide traffic post became their matchmaker, witnessing and ultimately leading to their romance. It was their wedding day, and colleagues who had planned to attend were unable to make it due to a sudden heavy snowfall requiring them to direct traffic. Baotou: Initial establishment of a law enforcement recorder usage and management system

In recent years, the Baotou Detachment of the Inner Mongolia Autonomous Region has conducted in-depth research, drawn lessons from experience, and identified shortcomings. It has continuously enriched and improved the practical needs of body-worn cameras, innovated and expanded the functions and effectiveness of body-worn cameras, and initially formed a distinctive body-worn camera usage and management system, enhancing the practicality, usability, and effectiveness of body-worn cameras in actual combat. To date, the Baotou Detachment has invested more than 2.5 million yuan and equipped 1053 body-worn cameras, covering 14 detachments and 71 teams (including duty and accident teams) and the vehicle management office across the city, with a distribution rate of 100%. Focus on usage management: Establishing a sound law enforcement supervision platform "We have combined the existing assessment model to establish a dedicated body-worn camera supervision platform at the detachment and detachment levels, and a dedicated collection station at the team level. We have initially built a law enforcement management system based on the three-level body-worn camera supervision platform of the detachment, detachment, and team as the main body and the 'three horizontal and eight vertical + X' model as the foundation." When talking about the experience of using and managing body-worn cameras, An Rui, the deputy director and detachment leader of Baotou City, is well-versed in the details. "In terms of objective use of body-worn cameras, we base the use of body-worn cameras on the main business of traffic management work and adopt the 'three horizontal and eight vertical + X' usage management model." An Rui introduced, "Three horizontal" refers to the three levels from the detachment to the detachment, from the detachment to the team, and from the team to (traffic assistants), horizontally radiating from the main leaders of the detachment to the grassroots and traffic assistants, ensuring that there is no omission or oversight in the main management of body-worn cameras. The "eight vertical" includes duty management, accident handling, and vehicle and driver management business, covering all users of body-worn cameras and running through the three major businesses of traffic management work, departments, posts, and links, maximizing the scope of use of body-worn cameras. The other five items in "eight vertical", team management, traffic safety publicity, legal work, command and dispatch, and equipment, will use smart mobile phones to complete their system supervision. The final 'X' refers to the phased key work or special rectification actions in the 'eight vertical' work, ensuring that the main traffic management work is not missing or lagging. In addition, in terms of system management of body-worn cameras, the Baotou Detachment implements a "one person, one file, one person in charge" classified supervision system for law enforcement archives. Each traffic assistant can use a drop-down menu to search for and playback the entire process and time of law enforcement at any time according to year, month, and day. Focus on software development: Creating a management model that is close to actual combat "In terms of software development, we continuously enrich its usage connotation, improving from the past post-event inspection and assessment of standardized law enforcement to integrating police efficiency assessment into the law enforcement supervision platform, upgrading and transforming body-worn cameras from a single type to a composite type." said a relevant person in charge of the Baotou City Detachment. First, it changes from passive to active, upgrading from "post-event supervision" to "full-process supervision." The Baotou Detachment has added an "automatic alarm" function to the system software, which timely alarms and lists various situations such as "failure to sign in on time", "failure to turn on the body-worn camera on time", and "failure to collect" on a blacklist. It is understood that the newly added "automatic alarm" and "blacklist" functions overcome the shortcomings of the original body-worn camera's post-event accounting, organically combining pre-event reminders, in-event supervision, and post-event inspections, changing from passive to active, and realizing full-process supervision of traffic duty and law enforcement. Second, it changes from abstract to specific, transforming from "single recording" to "comprehensive assessment." The Baotou Detachment closely integrates the use and management of body-worn cameras with police performance assessment, forming a two-way complementary linkage. Abstract assessment objects such as workload, work attitude, and work effectiveness are transformed from qualitative to quantitative processing. The quantity, quality, and various effective elements of video files are comprehensively assessed, promoting use and standardization through assessment, and using body-worn cameras to effectively conduct audio and video assessments. In addition, it changes from limited to massive, upgrading from "traditional storage" to "cloud service." "The traditional data storage methods for body-worn cameras include server storage, computer hard disk storage, and optical disc storage." The above-mentioned person in charge said that in response to the problem of difficulty in storing massive data from body-worn cameras, the Baotou Detachment boldly tried to store the generated law enforcement information and data using "cloud computing" and to meet the actual needs of daily access, expansion, and use of law enforcement information and work assessment using "cloud services". Focus on practical application: Creating a duty workload assessment mechanism How to ensure the practical application effect of body-worn cameras? "We maximize the use of various functions of body-worn cameras in traffic management work and have established a duty workload assessment mechanism of 'one sign-in, three checks, three assessments, and one upload'." An Rui introduced. "One sign-in" refers to setting up an electronic fence in the police geographic information system and using the satellite positioning technology in the body-worn camera to automatically sign in and out. The system automatically alarms and generates a blacklist for situations such as failure to sign in on time, failure to turn on the device, failure to record in case of incidents, failure to charge, and failure to collect. In addition, the supervision platform can also use the police geographic information system to display the location of all traffic assistants. "Three checks" require checking the following upon starting work: 1. whether the clothing and equipment are standard; 2. whether the traffic facilities in the jurisdiction are intact; and 3. the traffic conditions in the jurisdiction during the three peak hours, and uploading the video files to the supervision platform. "Three assessments" refer to the assessment of workload, currently including three aspects: 1. assessment of the workload of "crackdown on drunk driving", the body-worn camera records the process of checking drunk driving during red light intervals, completing the dual assessment of the daily workload and the standardization of the law enforcement process; 2. assessment of the workload of cracking down on and punishing serious traffic violations such as illegal license plates and certificates, overloading, speeding, fatigue driving, and intentional traffic violations; and 3. assessment of the workload of eliminating motor vehicle violations, uploading all effectively checked data through the elimination of non-on-site violations of motor vehicles to complete the assessment by quantity. "One upload" requires uploading data to the collection station every day after work. Through daily collection and upload, the supervision platform can comprehensively grasp the use of body-worn cameras in the entire detachment, and comprehensively supervise and assess whether the duty and law enforcement are standardized and whether the various work quotas are completed.
