Qinghai's traffic law enforcement departments have achieved multi-system integration, comprehensively resolving the three major issues plaguing highway management. Qinghai Province, leveraging upgraded traffic law enforcement recorders, has achieved unified management of transportation, road, and maritime law enforcement recorders. It has integrated the law enforcement functions of traffic transportation system enforcement agencies, including highway road administration, road transportation administration, waterway transportation administration, waterway administration, port administration, local maritime administration, and engineering quality supervision, etc., forming a comprehensive administrative law enforcement team for transportation under the Qinghai Provincial Department of Transportation, implementing unified law enforcement and achieving comprehensive unified management of law enforcement recorders. In terms of staffing for law enforcement personnel in Qinghai Province, a one-to-one correspondence has been achieved between law enforcement personnel, law enforcement certificates, and law enforcement recorders. Road administration and transportation management departments are being gradually abolished, temporary personnel and external contracted personnel are being comprehensively dismissed, and the use of auxiliary personnel for law enforcement is strictly prohibited to avoid law enforcement irregularities and chaos. Civil servants in administrative law enforcement are incorporated into the law enforcement team, and the appropriation or diversion of public service positions is strictly prohibited. The system of law enforcement personnel holding certificates and qualification management is implemented, law enforcement recorders are equipped, standardized law enforcement with law enforcement recorders is promoted, and regular law enforcement team training activities are conducted.
