The 'Beijing Municipality Comprehensive Implementation Plan for Administrative Law Enforcement Disclosure System, Full-Process Recording System, and Major Law Enforcement Decision Legal Review System' was released on July 18. As an enforcement unit, the Beijing Municipal Bureau of Landscape and Forestry has consistently equipped law enforcement recorders to promote standardized enforcement and enable video traceability of landscape and forestry law enforcement. The Beijing Landscape and Forestry system has studied the full-process recording system among the three new systems. Professional law enforcement evaluation recorders can facilitate real-time and prompt handling of dissatisfactions regarding the results of administrative permits and administrative penalties. All levels of landscape and forestry law enforcement agencies within the Beijing Landscape and Forestry system must be equipped with law enforcement recorders to achieve audio-visual and other forms of recording, ensuring full-process oversight of landscape and forestry law enforcement. Beijing Landscape and Forestry also records the entire process of administrative law enforcement. For special major safety supervisions, especially on-site enforcement activities such as sealing and seizing property or forced demolition, full audio-visual recording must be implemented using landscape and forestry law enforcement recorders. Using 4G law enforcement recorders, live connections can be achieved, ensuring that the entire law enforcement process is traceable, viewable, and controllable. Administrative law enforcement agencies are encouraged to install audio and video monitoring systems, such as law enforcement evaluation recorders and law enforcement recorders, in interrogation rooms and service areas, to record the enforcement processes of landscape and forestry law enforcement personnel and front-desk service staff, ensuring full video recording of enforcement and service. The equipping of Beijing Landscape and Forestry law enforcement recorders strictly adheres to the goal of 'promoting law enforcement openness and enhancing public credibility'. The equipping of landscape and forestry law enforcement recorders aims to achieve the objective of providing legal guarantees for frontline landscape and forestry enforcement through 'optimal supply, strong governance, and controlled demand'. At the same time, considering the characteristics of the Beijing Landscape and Forestry system, training and management systems for law enforcement recorders will be established to ensure that distributed recorders are easy to use and effective. This will facilitate the 'learning and deployment,' 'system improvement,' 'implementation preparation,' 'standardized execution,' 'self-assessment,' and 'rectification and acceptance' of law enforcement recorders, fostering a comprehensive supervision and performance evaluation system. This also ensures continuous training and supervision of law enforcement recorders, and their active application in daily work. The 'Beijing Municipality Administrative Law Enforcement Full Process Recording Measures' stipulate that all levels of administrative law enforcement agencies must use text and audio-visual recording forms, including two-way audio and video recording with law enforcement recorders and evaluation recorders, to fully grasp the personnel, positions, numbers, and service procedures for public disclosure. Concurrently, the entire process of landscape and forestry law enforcement, including initiation, investigation and evidence collection, review and decision-making, and delivery and execution, will be video-recorded throughout using law enforcement recorders. The video recordings from law enforcement recorders will be comprehensively and systematically archived and preserved, ensuring that the entire law enforcement process is traceable and manageable, thereby promoting strict, standardized, fair, and civilized enforcement.
The "Beijing Municipal Comprehensive Implementation Plan for the Administrative Law Enforcement Publicity System, Law Enforcement Full Process Recording System, and Major Law Enforcement Decision Legal Review System" was announced on July 18. The Beijing Gardening Bureau, as a law enforcement agency, has always been equipped with law enforcement recorders to promote standardized law enforcement and achieve video traceability of gardening law enforcement. The Beijing Gardening system is studying the three systems, including the law enforcement full process recording system, for professional law enforcement evaluation recorders to enable timely handling of dissatisfaction with the results of administrative licenses and administrative penalties. All levels of gardening law enforcement agencies in the Beijing Gardening system should be equipped with law enforcement recorders to achieve recording in the form of audio and video, realizing full process supervision of gardening law enforcement.

Beijing Gardening also records the entire process of administrative law enforcement, and for special and major safety supervision, especially on-site law enforcement activities such as seizure and confiscation of property and forced demolition, it uses gardening law enforcement recorders to implement full-process audio-visual recording, through 4G law enforcement recorders to achieve direct connection and operation on-site, ensuring that the entire law enforcement process is traceable, viewable, and controllable; encouraging administrative law enforcement agencies to install law enforcement evaluation recorders and with law enforcement recorders other audio and video monitoring systems in inquiry rooms and service areas to record the law enforcement process of gardening law enforcement personnel and gardening service front-line personnel, ensuring video recording of the entire law enforcement and service process.

Beijing gardening law enforcement recorders 's equipment allocation strictly follows the goal of "promoting open law enforcement and enhancing the credibility of law enforcement," through gardening law enforcement recorders the allocation to achieve the goal of "optimizing supply, strengthening governance, and controlling demand" in the frontline law enforcement and legal protection of gardening. At the same time, considering the characteristics of the Beijing Gardening system, a learning and training system for law enforcement recorders is established to achieve with law enforcement recorders distribution, usability, and ease of use, achieving with law enforcement recorders "learning and deployment", "system improvement", "implementation preparation", "standard implementation", "self-inspection and evaluation", and "rectification and acceptance", forming a comprehensive supervision and performance appraisal system. Achieving with law enforcement recorders "timely learning and training", and "supervision and inspection", and actively applying them to work.
The "Beijing Municipal Administrative Law Enforcement Full Process Recording Measures" stipulates that all levels of administrative law enforcement agencies should use text, audio-visual, and other recording methods, through with law enforcement recorders and law enforcement evaluation recorders two-way audio and video recording, to fully grasp the personnel, positions, numbers, and service processes of law enforcement publicity, and to conduct with law enforcement recorders full-process video recording of the entire process of gardening law enforcement, including initiation, investigation and evidence collection, review and decision-making, and delivery and execution, and with law enforcement recorders systematically archiving and storing the video to ensure that the entire law enforcement process is traceable and manageable, promoting strict, standardized, just, and civilized law enforcement.

With the formal inclusion of full‑process recording in administrative law enforcement as a statutory requirement and the continued strengthening of workplace safety regulatory policies, 5G–AI body‑worn cameras and smart safety helmets—key visual‑perception terminals on the front lines—are rapidly gaining traction across sectors such as public security, urban management, market regulation, construction, power, mining, chemical industries, and emergency response. The industry is accelerating its transformation from “simple recording tools” to “intelligent sensing nodes,” with hardware capabilities, AI algorithms, and integrated platform solutions emerging as the core drivers of competitive advantage.
Don’t let trust be defeated by some vague, unclear detail.
A family member’s questioning triggered by a single nursing procedure, an unclear incident involving a child’s bump, conflicting accounts regarding a counter-service transaction, or the frustration of “no resolution after a home repair visit”... Misunderstandings and disputes in the service process often arise because details cannot be reconstructed and the sequence of events remains untraceable. Service staff find themselves unable to defend their actions, while service recipients harbor lingering doubts, leading to a gradual erosion of trust amid ambiguity.
Zhiye Smart Safety Helmet: Robust Protection, Intelligent Safeguarding
Morning light filters through layers of foliage as a little squirrel darts through the dense forest, conducting its rounds. Scaling hills and threading through thick woods, it must both identify potential hazards and confront the myriad unknown risks inherent in fieldwork. In vast, complex woodland areas, the ability to swiftly detect emerging dangers and promptly relay on‑site information is a major challenge for outdoor inspection operations. The Zhiye smart safety helmet, combining robust physical protection with all‑round intelligent safeguards, has become a dependable partner for safe inspections.
Today, service industries such as housekeeping, elderly care, childcare tutoring, and banking finance commonly face persistent challenges: opaque service processes, unclear delineation of rights and responsibilities, difficulties in post‑service traceability, and gaps in regulatory oversight—issues that can easily give rise to medical‑patient disputes, service‑related conflicts, and compliance risks. To address these industry‑wide pain points and comprehensively standardize offline service workflows while safeguarding the rights and interests of both providers and consumers, a multifunctional smart service recorder has emerged. With three core advantages—high‑definition recording, precise positioning, and ultra‑long battery life—it is designed to meet the diverse needs of multiple service sectors, ensuring that every interaction is thoroughly documented and fully traceable.
At the inspection site, inspector “Little Squirrel” was checking the operating status of equipment when he accidentally brushed against a junction box, causing the surrounding lights to go out instantly—a sudden power outage that plunged the entire work area into darkness. With no handheld flashlight and high-voltage equipment nearby, every second of obscured vision posed risks of missteps, collisions, or operator error. Just then, he raised his hand and lightly tapped the button on the front of his safety helmet, and a beam of bright light shot forth from the brim, steadily illuminating the path beneath his feet and the equipment panel before him. This isn’t a scene from a movie—it’s a real‑world scenario that can unfold during power‑grid maintenance, tunnel inspections, or nighttime construction‑site patrols. And that “light‑emitting safety helmet” is none other than the Zhiye Smart Safety Helmet.
