Preface In 2015, Li Keqiang, a member of the Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China and Premier of the State Council, conducted six inspections within half a year. “Internet Plus” was a key focus for the Premier. On the morning of July 26, the National Law Enforcement Capacity Building Symposium was held at the China National Investment Corporation Building in Beijing. More than 100 people attended the forum, including representatives from the Equipment and Finance Bureau, the Science and Technology Information Bureau, the Traffic Management Bureau, the General Administration of Customs, the Ministry of Environmental Protection, the Operation Bureau of the Ministry of Industry and Information Technology, the Science and Technology Equipment Department of the Coal Mine Safety Supervision Bureau, the science and technology departments of provincial safety supervision bureaus across the country, and the media. Relevant leaders from the National Safety Production Supervision and Administration Bureau Research Center, the former deputy director of the Equipment and Finance Bureau, a researcher from a certain research institute, and the secretary-general of the China Fire Protection Association attended the forum.

He Dingchao, director of the National Safety Production Supervision and Administration Bureau Research Center, delivered a keynote speech titled "New Situation, New Tasks, and Innovation in Safety Production Supervision and Inspection," introducing the national safety production administrative law enforcement work in recent years. Safety production should adhere to a problem-oriented approach, focus on weaknesses, strive to overcome difficulties, continuously promote the innovative development of safety production statistics, grasp the general trend, understand the laws, be innovative, continuously deepen and improve the level of safety production administrative law enforcement work, and create a new situation for safety production administrative law enforcement.
Ding Li, executive vice president of Zhong'an Kegong (Beijing) Equipment Technology Research Institute, pointed out that according to the requirements of the General Office of the State Council for the configuration of law enforcement recorders and mobile law enforcement terminals, the market capacity is over 20 billion yuan. Mobile law enforcement equipment has 3G or 4G data transmission functions and functional expansion, and the upgrading of intelligent law enforcement recorders is only a matter of time. However, the core issue now is the integration of information in mobile law enforcement equipment, avoiding it becoming an information island. To this end, it is necessary to formulate top-level shared and common standards and unified interfaces.
Cao Yongjun, chairman of ZECN, on behalf of law enforcement recorder companies, made a special presentation to the forum guests titled "Internet Plus Redefines Law Enforcement Recorders." With the arrival of the Internet Plus era, Cao Yongjun divided law enforcement recorders into ordinary law enforcement recorders and intelligent law enforcement recorders. While meeting the traditional functions of recording, video recording, and positioning for law enforcement agencies, it should also combine the Internet era, integrating 4G real-time video transmission, automatic focusing photography, cloud storage, real-time dispatching, and other user-friendly app solutions. Under the premise of ensuring the security of law enforcement data, Internet Plus intelligent law enforcement has become an important tool for efficient law enforcement by law enforcement agencies.
