Innovation Makes Law Enforcement More Transparent: The Era of Intelligent Law Enforcement Recorders Has Arrived
——National Law Enforcement Capacity Building Symposium Held in Beijing
Preface: In 2015, Li Keqiang, a member of the Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China and Premier of the State Council, conducted six inspections within half a year. "Internet+" was a "keyword" of concern to the Premier. At the same time, the General Office of the State Council issued the "Notice on Strengthening Safety Production Supervision and Law Enforcement" and convened the National Law Enforcement Audio-Visual Recorder System Construction Promotion Conference, indicating that law enforcement recorders have become important tools for evidence collection. How to apply "Internet+" to the field of law enforcement, and how to use the internet to improve law enforcement efficiency and implement the rule of law have become new opportunities for law enforcement agencies. Intelligent law enforcement recorders are becoming increasingly important in promoting scientific, intelligent, and professional law enforcement.
On the morning of July 26, the National Law Enforcement Capacity Building Symposium was held in Beijing Guotou Building. More than 100 people attended the forum, including representatives from the Equipment and Finance Bureau, the Science and Technology Information Bureau, the Traffic Management Bureau, the General Administration of Customs, the Ministry of Environmental Protection, the Operation Bureau of the Ministry of Industry and Information Technology, the Science and Technology Equipment Department of the Coal Mine Safety Supervision Bureau, the Science and Technology Department of various provincial safety supervision bureaus, and the media.
He Dingchao, Deputy Director of the Research Center of the State Administration of Work Safety, Tao Junsheng, former Deputy Director of the Equipment and Finance Bureau, Li Zhongnan, researcher at a certain research institute, and Fu Rongxiang, Secretary-General of the China Fire Protection Association, and other relevant leaders attended the forum.
He Dingchao, director of the National Work Safety Administration Research Center, delivered a keynote speech on "New Situation, New Tasks, and Innovative Supervision and Inspection in Safety Production," introducing the national safety production administrative law enforcement work in recent years. Safety production should adhere to a problem-oriented approach, focus on weaknesses, strive to overcome difficulties, continuously promote the innovative development of safety production statistics, grasp the general trend, understand the laws, be innovative, continuously deepen and improve the level of safety production administrative law enforcement work, and create a new situation for safety production administrative law enforcement work.
Ding Li, Executive Vice President of Zhong'an Kegong (Beijing) Equipment Technology Research Institute, pointed out that according to the requirements of the General Office of the State Council for the configuration of law enforcement recorders and mobile law enforcement terminals, the market capacity is over 200 billion yuan. Mobile law enforcement equipment has 3G or 4G data transmission functions and functional expansion. The upgrading and replacement of intelligent law enforcement recorders is only a matter of time. However, the core issue now is the integration of information in mobile law enforcement equipment, avoiding the formation of information silos. To this end, it is necessary to formulate top-level shared and common standards and unified interfaces.
Cao Yongjun, chairman of ZECN, made a special sharing on "Internet+ Redefines Law Enforcement Recorders" to the forum guests on behalf of law enforcement recorder companies. With the advent of the "Internet+" era, Cao Yongjun divided law enforcement recorders into ordinary law enforcement recorders and intelligent law enforcement recorders. While meeting the traditional functions of recording, video recording, and positioning for law enforcement agencies, it should also combine the Internet era and integrate 4G real-time image transmission, automatic focusing photography, cloud storage, real-time dispatching, and other user-friendly APP solutions. Under the premise of ensuring the security of law enforcement data, "Internet+" intelligent law enforcement has become an important tool for efficient law enforcement by law enforcement agencies.
As a leading global brand of law enforcement recorders, Chairman Cao Yongjun shared Zhiye Company's eight years of leading research and development of law enforcement recorders with his colleagues, and stated that the future law enforcement era will surely be an era of intelligent law enforcement. He suggested that under the trend of "Internet+", innovative development ideas should be adopted to complete the production and research and development of intelligent law enforcement recorders. He called on the industry to lead the healthy development of the law enforcement recorder industry by relying on the Internet model that meets customer innovation needs and the mass innovation research and development model, starting from taking the first clear photo, in order to meet the increasingly high intelligent needs of law enforcement units and complete the upgrade from ordinary law enforcement to intelligent law enforcement.
Beijing Liting, Beijing Tianbida, Jinan Zhiye, Shenzhen Jingyi, Guangdong Shoumengshen, Beijing Aditeke, and American HP, etc., all spoke, discussing the current functional improvement and service improvement of law enforcement recorders, and sharing their innovative and intelligent solutions.

Relying on existing bilateral and multilateral mechanisms between China and relevant countries, utilizing existing and effective regional cooperation platforms, upholding the banner of peaceful development, actively developing economic partnerships with countries along the route, and jointly building a community of shared interests, destiny, and responsibility with political mutual trust, economic integration, and cultural inclusiveness. Xinjiang, as an important hub city on the "Silk Road," is developing rapidly under the Belt and Road Initiative. With the convening of the China-Eurasia Expo, the Belt and Road Initiative promotes the development of China-Eurasia, and the development of the security industry has become a focus of attention.

Domestic and Foreign Leaders Visit ZECN Zhiye Booth
During the exhibition, accompanied by Song Yajun, Deputy Mayor of Urumqi Municipal Government, Yang Jincai, President of Shenzhen Security Industry Association, and others, Richard, Chairman of the Global Security Alliance; Xie Binsuo Jinisi, Vice Chairman of the Russian Federation Security Association; and Plastovins Yuri, Vice Chairman of the Kazakhstan Security Association, and other domestic and foreign leaders visited and guided ZECN Zhiye's booth.
